  4. Project Description on Experience to Date

    1. Project Description

      1. Problem:

        Addresses systemic analyses of existing and emerging activity, trends, issues, and conflicting agenda related to MH in schools programs and policies. Also pursues diffusion of analyses, implications, and resources to enhance understanding, capacity building, and action.

      2. Goals and Objectives: List up to 5 major goals and time-framed objectives per goal for the project.

        Goal 1: Elevate commitment to enhancing the MH and general well-being of school-aged children, adolescents, and their families through advancing policy and programs for School MH
        Objective 1: conduct a national and state analyses related to programs/policies and distribute major reports and resources and promote diffusion;
        Objective 2: increase network of mechanisms for diffusion and action;
         
        Goal 2: Enrich policy formulation and program models for addressing a wide range of mental health and psychosocial concerns in schools
        Objective 1: target and provide key groups with updated syntheses and analyses of cutting edge policies/programs;
        Objective 2: mobilize key leaders and expand the infrastructure for advancing MH in schools by convening a national summit, then, convene four state summits each following year;
         
        Goal 3: Build the capacity of schools and communities for evolving comprehensive, multifaceted, and integrated approaches to mental health in schools
        Objective 1: develop, update, and distribute guidebooks, training aids, and social marketing resources designed to enhance understanding of how schools and communities can link to evolve effective approaches to MH in schools;
        Objective 2: use the Center’s delivery systems to distribute guides and modules to increasing numbers of key dissemination and diffusion networks and stakeholders;
         
        Goal 4: Build capacity of schools and communities for strengthening school-wide approaches to foster a climate to promote MH & well-being and prevent and ameliorate problems
        Objective 1: enhance and expand info and training resources to foster and guide capacity building related to strengthening positive school climate
        Objective 2: use the Center’s delivery systems to distribute training resources to increasing numbers of key dissemination and diffusion networks and stakeholders
         
        Goal 5: Build the capacity of schools to address a wide range of behav, emot, motivational, and learning probs and to promote healthy social-emotional development emphasizing empirically supported approaches
        Objective 1: enhance and expand info and training resources to improve school-based systems, programs, and practices designed to address students’ behavioral, emotional, motivational, and learning problems and promote the healthy social-emotional development.
        Objective 2: use the Center’s delivery systems to distribute the above resources to an increasing number of key dissemination and diffusion networks and stakeholders
         
      3. Activities/Methodology undertaken to meet project goals:

        The Center organizes strategic work around six arenas of activity. (1) keep abreast of key matters related to advancing MH in schools – with special attention to those that enhance understanding of successful and innovative school MH policies/programs , (2) identify, gather, and organize relevant information and resources about existing and emerging cutting edge activity, trends, issues, and conflicting agenda related to school mental health programs and policies and associated research and training, (3) conduct analyses of gathered information, resources, and trends, (4) produce reports, resources, and other documents relevant to advancing MH in schools, (5) enhance and use effective systems for dissemination & diffusion of info, resources, and strategies for advancing MH in schools – with specific attention to strengthening the abilities of and linkages among key school and community administrators and staff to enhance policy, systems, school climate, programs, and practices for addressing student problems, promoting healthy social-emotional development, and enhancing student and family access, and (6) implement quality improvement procedures related to the center’s activities and conduct impact evaluation studies

      4. The first three Healthy People 2010 objectives which this project addresses are listed below.

        1. Related to Healthy People 2010 Objective Goal 23 Public Health Infrastructure.

      5. Coordination: List the State, local health agencies or other organizations involved project and their roles.

        We have significant working relationships with local, state, & national health/MH, education, and social service agencies, policy organizations, and training and TA centers. And, our objectives call for enhancing and expanding these relationships and for this to contribute in major ways to the National Initiative to Improve Adolescent Health.

      6. Evaluation : briefly describe the methods which will be used to determine whether process and outcome objectives are met.

        Data are used to (1) improve and evolve priorities and activity, (2) enrich documents designed to advance the field related to MH in schools, and (3) write accountability reports. The evaluation focus is on the goals, objectives, and activities as directly related to this proposal and on other data. Survey data will be solicited from all who have a record of Center interaction. For purposes of contrast, more in-depth data will be analyzed with reference to different degrees of Center contact

    2. Continuing Grants ONLY

      1. Experience to Date :

        Updated Online Clearinghouse. Analyzed info & resources on existing/emerging programs & policies. Analyzed, categorized, produced documents/resources. Guides & tools developed for leaders to pursue strategic action. Five major reports and 9 chapters/journal articles published or in press; 18 other special documents developed. Previous resources upgraded. Work shared widely through over 30 presentations and regular delivery mechanisms. Networks used to enhance dissemination & promote diffusion. New, updated info/resources shared each month to over 20,000 leaders/stakeholders. National Initiative: New Directions for Student Support continued; Policy Leadership Cadre for MH in Schools expanded .Two state summits and 5 leadership institutes conducted, with follow-up support. Conducted other strategic onsite work with state depts. of ed., districts, & cities in 9 venues; featured presentations and workshop made in 6 venues Also played roles in the aftermath of the hurricane related disasters. At midyear, an impact evaluation study was initiated & is near completion. Available data indicate the Center is influencing policy and practice across the country & beyond. Those using the Center draw on its many resources and involve Center staff directly and strategically to enhance school-community collaboration through reducing marginalization, fragmentation, and counter-productive competition in school districts, at school sites, and at health and social service agencies.
